Students caught having "sex" in public?

GET A F*CKING ROOM! Actually, no don't. You two are definitely underage. I was tweeted this video which was posted on Facebook  (view here) yesterday and am absolutely disgusted by the young teenager's behavior. The girl was in her school uniform and seemed pretty reluctant to this boy's actions but didn't take any action against him. 


As you can see from the video, we don't exactly know if they had sex or not. Thus the word "sex" is in inverted commas on my tittle. But obviously, the boy had troubles with his hard "gun" which was suffocating in his pants. I mean it's quite obvious they were doing something wrong right? Female + Male + bag over penis + thrusting = ? you do the math. Why did he keep fidgeting? Perhaps he's trying to create friction for a static experiment? 


Have these two kids no self-control? I mean it's silly enough to be doing such stuff in public, yet that girl is in her school uniform? Gosh. The girl might seemed very reluctant but she's in the wrong too for not standing up for herself.
